Russian government approved the rules for a small generation of renewable energy sources.

We are talking about solar panels and mini windmills with a capacity of up to 15 kW, the surplus of the generated capacity of which consumers, including the population, will be able to discharge into the grid.
Deputy Prime Minister Arkady Dvorkovich on July 19 approved a plan to stimulate microgeneration based on renewable energy sources (RES). Mr. Dvorkovich’s office did not respond to the request, but the final revision of the plan was confirmed in the Ministry of Energy. We are talking about solar panels and mini windmills with a capacity of up to 15 kW, the surplus of the generated capacity of which consumers, including the population, will be able to discharge into the grid. Guaranteeing suppliers (SOEs, the main energy supply of the region) will be required to repurchase volumes, these revenues will not be taxed. The Ministry of Energy, the Ministry of Economy and the Federal Antimonopoly Service should draft the relevant law by January, draft government resolutions on simplified technical connection of microgeneration to the network and the work of the GP with the population by April 2018.
