Russian Prime Minister Dmitry Medvedev supports Ulyanovsk region’s initiative to increase the capacity of the country’s first wind farm

The Prime Minister paid a working visit to the region on June 7. Governor Sergei Morozov presented him regional projects in the field of alternative energy.
“Today we made a proposal to increase the state support for the development program of the wind industry. It is about supporting investors who are ready to invest in the construction of wind farms. To date, there are a large number of applications from both Russian companies and foreign companies. The federal program provides a capacity of 3.35 GW. This year and next year, the limit will be distributed among the regions. Therefore, if we rely on wind energy, then now is the time to increase the volume. This will allow not only to add environmentally friendly electric energy, but also to form a new industry in essence. Already, there is a great demand for wind turbines themselves, for their components. And for the Ulyanovsk region, these are new industries, new jobs, additional tax deductions, “Governor Sergei Morozov proposed.
Recall that currently in the region the first phase of a wind farm of 35 MW is being built by the international company Fortum (member of RAWI). It is planned that it will be put into operation in late 2017. In particular, there will be installed 14 wind generators. Currently, the construction stage is completing the stage of pouring and installing foundations for wind power plants, equipment is being delivered and work is under way to assemble wind generators. At the St. Petersburg International Economic Forum-2017 Fortum confirmed its interest in implementing new projects for the construction of wind farms in the Ulyanovsk region.

In addition, the region is constantly working on wind measurements in order to increase wind power generation capacity to several hundred megawatts in the coming years.

According to Sergey Vasin, General Director of the Ulyanovsk Region Development Corporation, the region’s goal is not only to supply wind farms for generation, but also to create a virtually new industry – the production of components for wind turbines. “Under the conditions created by the federal government, companies that come with such projects are required to localize the production of wind generators in Russia and ultimately bring the volume of components to 65%. We plan to use our sites, in particular, the plant “Aerocomposite”. It produces composite spare parts for aircraft and suggests that it can produce blades for wind turbines, “the head of the agency said.

Sergei Morozov said that the partners had previously approved the localization of blades production on the basis of Aerocomposite. “The world’s leading suppliers have already visited the production site and appreciated its technical readiness to start the production of blades for wind power plants. The terms of cooperation on the production of blades and the creation of a joint venture in the region with a vendor, RUSNANO and a consortium of investors, development institutions and technology companies of the Ulyanovsk region have already been agreed today, “the Governor explained.
